The Horizon Program blends rigorous academics with specialized behavioral and emotional supports to help every student thrive.
Features a highly supported, self-contained 8:1:1 ratio — 8 students, 1 special education teacher, and 1 classroom paraprofessional.
Classes follow the New York State Learning Standards and use standard DOE curriculum, modified to fit individual needs.
Integrates speech therapy and Applied Behavior Analysis (ABA) principles to build communication skills, manage behaviors, and develop social strategies.
While classes are self-contained, meaningful inclusion opportunities with general education peers are built into the school day.
Placement in the Horizon Program is determined centrally by the NYC Department of Education.
You cannot apply to the Horizon Program through standard general education kindergarten or school choice lotteries. Placements are determined centrally by the DOE based on your child's Individualized Education Program (IEP) and eligibility determination.
If your child may be eligible for the Horizon Program, follow these steps to begin the process.
Discuss your child's diagnosis and needs with their current Individualized Education Program (IEP) team or Committee on Special Education (CSE).
The IEP team will submit the Specialized Programs Application to the DOE's Central ASD Programs Team on your behalf.
The DOE ASD team will review the application, potentially conduct a school observation of your child, and collaborate with your family on an eligibility determination.
